Do I Need a Licence or Qualification to Start a Cleaning Business?

No licence or qualification is legally required to run a general UK cleaning business — here's what's actually expected.

No general licence is required to run an ordinary cleaning business in the UK, and no qualification is legally mandated either. That said, two things are worth knowing.

First, specific sub-activities have their own rules. If your work involves transporting, buying, selling or disposing of waste — common in end-of-tenancy, deep-clean and after-builders work — you likely need to register with the Environment Agency as a waste carrier. Registration is usually free if you only move waste you produce yourself, and costs £191.02 otherwise.

Second, while no qualification is required, BICSc (the British Institute of Cleaning Science) is the main UK professional body for the industry, offering training from entry level through to supervisor/management level, including its Licence to Practice. This becomes commercially important — not legally required — when you're bidding for commercial or contract work (especially public sector or healthcare-adjacent tenders) or taking on employees, where clients and insurers often expect evidence of trained staff.

If you're starting as a solo domestic cleaner, you can begin trading without any of this. If you're aiming at commercial contracts from day one, budget time to look into BICSc training.
