Public liability insurance is not a legal requirement for a UK gardening business. What IS a legal requirement is Employers' Liability insurance — but only once you employ anyone who isn't a close family member based in the UK (minimum £5 million cover, fines up to £2,500/day for non-compliance). Despite not being mandatory, public liability insurance is strongly expected by councils, letting/estate agents and commercial clients before they'll engage a gardener, and insurance-industry sources describe it as the most commonly held cover in the sector. It protects you personally if, for example, you accidentally damage a client's property or injure someone while working. No statutory minimum cover level exists for public liability (unlike EL's £5m statutory minimum) — commonly cited commercial levels of £1m–£5m are market norms, not legal minimums.
