What the rules say
No single licence governs mobile hairdressing across the UK -- it comes down to the individual council, and byelaw registration requirements vary from area to area, some keeping them and some not. Confirming the position with your own local authority is essential before trading. Legally, no qualification is required, though HABIA-aligned NVQ/SVQ training remains the standard clients and insurers expect, especially for chemical and colour work.
Note for Newlandsmuir: hairdressing/barbering byelaw registration is decided council by council across Scotland too -- check directly with the local authority covering Newlandsmuir rather than assuming either way.
