What the rules say

This guide covers nails, lash and brow treatments, waxing, facials and make-up application -- it explicitly excludes semi-permanent make-up/micropigmentation, chemical peels, microdermabrasion, electrolysis and laser/IPL, which sit under separate, generally stricter licensing (in England, tattooing-family council byelaws; in Wales, a mandatory national scheme under the Public Health (Wales) Act 2017). Within scope, there's no single national licence, but some London boroughs license certain treatments -- particularly nails -- at fixed premises, with a mobile exemption confirmed in named boroughs for nails specifically; whether that exemption extends to every treatment you offer isn't confirmed, so check with your own council per treatment. Products must be compliant and properly labelled under cosmetic product regulations. DBS isn't triggered by the treatment itself, only by personal-care assistance linked to a client's age, illness or disability. Public liability insurance isn't a legal requirement for a sole trader, but employers' liability insurance becomes a legal requirement the moment you take on non-family staff.
